Shakopee City Council
AprilĀ 17, 2018

FROM:Steve Lillehaug, Public Works Director/City Engineer
TO:Mayor & Council Members
Subject:
Parking zone restriction change along Fuller Street at the intersection with Thomas Avenue/Community Center driveway.
Policy/Action Requested:
Approve the parking zone restriction for "NO PARKING HERE TO CORNER" signs on Fuller Street in all four quadrants at the intersection with Thomas Avenue/Community Center driveway.
Recommendation:
Approval of the parking zone restriction.
Discussion:

The city received several complaints from residents regarding on-street parking creating a traffic safety issue on Fuller Street near the Community Center. During events, the Community Center parking lot fills up and attendees park along Fuller Street. While State Statute regulates the distance vehicles can park from a STOP sign, there is no such statute for intersections or driveways. As a result, vehicles park immediately adjacent to the intersection which results in decreased sight distance for vehicles exiting Thomas Avenue or the Community Center.

The administrative Traffic Safety Committee evaluated the complaints and the Police Department was able to verify the safety concerns during a site visit. As a result, the Traffic Safety Committee recommends installation of a no parking zone near the intersection (see attached exhibit).

The proposed no parking zone would restrict vehicles from parking within the intersection sight triangle and would provide vehicles attempting to enter Fuller Street with more decision time, ultimately making the intersection safer for all users.

Budget Impact:
Parking zone signs will be manufactured and installed by city staff, funded out of the Street Maintenance operating budget (approximately $500).
