Discussion:
This property is currently zoned R-2 for medium density residential. DR Horton had planned to construct approximately 93 three story townhomes on property. Given the current market, DR Horton is concerned that number of townhomes will impact the values in the entire Shakopee market. BHS approached them with the concept of creating a senior community that would allow residents in the neighborhoods to move into a development that would allow independent living and allow persons to age in place without having to leave this neighborhood or Shakopee.
These types of communities are being built throughout Minnesota. The most recent development is in Apple Valley, where the development is the centerpiece to a major new home community. That development by Presbyterian Homes is similar to the concept proposed for Shakopee by BHS.
That development is situated on Cobblestone Lake and is called Orchard Path. It captures the congenial spirit of a traditional neighborhood with the bonus of lakeside activities and nearby urban conveniences. Wellness and life enrichment offerings and on-site amenities encourage a lifestyle of good health, vitality and social well-being. That development includes:
- Chapel
- Club Lounge
- Community Room
- Event and Activity Programming
- Fellowship Hall/Community Room
- Internet Access
- Library and Media room
- Market
- Movie Theater
- Outdoor walking and biking paths
- Pendant/Call System
- Pets are welcome (guidelines apply)
- Restaurant Dining
- Satellite/Cable
- Scheduled Transportation
- Smoke-free Community
- Spiritual Care
- Underground Parking
- Wings Wellness Center
Council can rezone the property, if the Comprehensive Plan is amended. This site is also part of a PUD so the final design will still have to be approved by the City Council.
Criteria #1 The original zoning ordinance is in error.
Finding #1 The original zoning ordinance is not in error; however, the original zoning ordinance established a zoning boundary that is not compatible with what the market research/demand has identified as a need in Shakopee.
Criteria #2 Significant changes in community goals and policies have taken place.
Finding #2 Significant changes in community goals and policies that concern this property have taken place. Market research have identified a need in the community of Shakopee for senior housing (independent & assisted living, and assisted memory care).
Criteria #3 Significant changes in development patterns have occurred.
Finding #3 Significant changes in development patterns have occurred for the subject property, as there is a desire for senior housing rather than the townhouse residential units which were previously approved for this property.
Criteria #4 The Comprehensive Plan requires a different provision.
Finding #4 The proposed guiding is different than the current medium density residential guiding, which is consistent with the type of development the residents of Shakopee have expressed interest in seeing occur in the community.
