Discussion:
The City's Capital Improvement Plan (CIP) contains the 2018 Bituminous Overlay Project CIF-18-002, consisting of milling and paving a bituminous overlay of various streets throughout the city (see attached CIP summary sheet). This is a continuation of the City's Pavement Preservation Program to maintain existing infrastructure.
It should be noted that revisions to the project scope proposed in the CIP have been made including the following:
- Fuller Street between 5th and 6th Avenues - This section of roadway was chip sealcoated in 2017. Milling and overlaying this segment is not be necessary at this time.
- Gorman Street - The serviceability of this roadway is beyond the need of a mill and overlay. This section of roadway is currently being evaluated for a potential chip sealcoat at this time and/or consideration for programming a full-depth reconstruction within approximately five years due to the extensive cracking that exists.
- Fairhaven Drive area - This area was further evaluated and is recommended to perform spot patch repairs and chip sealcoated in lieu of a mill and overlay at this time.
- 11th Avenue/12th Avenue/Gateway Drive - The mill and overlay of this portion of the project is recommended to be postponed until 2018, to be completed after the 12th Avenue Trail Project is completed.
The CIP also contains the Community Center Back Parking Lot Project PA-18-13, consisting of a mill and overlay of a portion of the back parking lot at the Community Center (see attached CIP summary sheet). The older portion of the lot is due for a mill and overlay, bringing this portion of the parking lot to a serviceable level consistent with the new portion of the parking lot, keeping all paved surfaces within that parking lot on the same maintenance schedule. This project has been combined with the 2018 Bituminous Overlay project to take advantage of lower bid prices typically achieved with larger projects.
Plans have been prepared as directed and are ready to solicit public bids to construct the improvements. Upon approval, the advertising and bidding will commence with a scheduled bid opening of approximately May 3, 2018. Bids would then be considered at the May 15, 2018 City Council meeting. Construction of the improvements will be performed between June and August of 2018.
