Discussion:
Currently the city has been using a Planning Unit Development (PUD) Overlay District where the underlying zoning still prevails. Most cities in Minnesota have been moving to an actual PUD Zoning where the underlying zoning is the actual PUD and what is allowed and requires specificity in use and design. This is a higher standard but also allows more flexibility in layout, uses and design.
Existing PUD Overlays would still use the PUD Amendment Process however newly created PUDs would now show as an actual zoning layer.
