Shakopee City Council
May 15, 2018

FROM:Ryan Halverson, Assistant City Engineer
TO:Mayor and Council Members
Subject:
2018 Sanitary Sewer Lateral Pipe Rehabilitation Project.
Policy/Action Requested:
Approve Resolution R2018-061, approving plans and ordering the advertisement for bids for the 2018 Sanitary Sewer Lateral Pipe Rehabilitation Project SEWER-18-003.
Recommendation:
Approve Resolution R2018-061.
Discussion:

The city's Capital Improvement Plan (CIP) contains the 2018 Sanitary Sewer Lateral Pipe Rehabilitation Project SEWER-18-003, consisting of cured-in-place lateral lining of sanitary sewer services under various streets throughout the city (see attached CIP summary sheet). The city has successfully completed similar lateral lining projects in 2015 and 2016. This is a continuation of the lateral lining program to maintain existing sanitary sewer infrastructure, prevent potential damage to city streets, and avoid expensive repairs for residents when sanitary sewer service failures occur.

It should be noted that revisions to the project scope proposed in the CIP are being recommended to take advantage of the technology, construction type and bulk bid pricing of this type of project. The recommended additions listed below will extend service life of the sewer mains and lower the risk of failure where the City and County have made recent improvements to the street surface:

  • Cured-in-place lining of 95 feet of sanitary sewer main at the intersection of Shakopee Avenue and Marschall Road. Marschall Road received a bituminous overlay in 2016, the sanitary sewer is an existing vitrified clay pipe line that crosses the county road, and the sewer is deep in this area.
  • Cured-in place lining of 2 short spot repairs of the sanitary sewer main on 5th Avenue. These spot repairs are within the 2018 Bituminous Overlay project area. The issues include a hole in a segment of pipe and root intrusion at a service location; both issues were identified through the city's annual televising inspection program.

Plans have been prepared as directed and public bids are ready to be solicited to construct the improvements. Upon approval, the advertising and bidding will commence with a scheduled bid opening of approximately June 7, 2018. Bids would then be considered at the June 19, 2018 City Council meeting. Construction of the improvements will be performed between July and November of 2018.

Budget Impact:

The CIP identifies a budget of $750,000 for the 2018 Sanitary Sewer Lateral Pipe Rehabilitation Project and will be funded by the Sanitary Sewer Fund.
