| | | | | | | | Discussion:
The city's Capital Improvement Plan (CIP) contains the Vierling Drive Phase 2 Project CIF-18-007. On April 17, 2018, the City Council adopted Resolution R2018-055 approving the plans and authorizing bidding for Phase 2 of the project that includes the installation of the storm sewer, roadway, streetscaping, street lighting, and a roundabout to serve access to the adjacent parcels that are currently available for development.
In accordance with Minnesota Statute Section 471.347 Uniform Municipal Contracting Law, bids were solicited and opened on May 8, 2018. A total of five (5) bids were received and Eureka Construction, Inc., from Lakeville, Minnesota, is the low bidder in the amount of $1,759,901.32 (see attached resolution and bid summary). The construction cost estimate for the project was $1,805,033.00. Eureka Construction, Inc., has the capacity and experience for the project and is deemed a responsible bidder. They are prepared to begin work immediately with an anticipated substantial completion in September 2018. | | |

The CIP identified a project budget of $1,500,000 which was subsequently increased as part of the ordering of the plans and bidding procedures to a total revised estimated project cost of $2,498,000.
The updated total estimated project cost is as follows:
Phase 1 construction cost $ 322,000.00
Phase 2 construction cost $1,759,901.32
Phase 2 contingency (5%) $ 90,000.00
Phase 1 & 2 WSB Fees $ 186,000.00
Phase 1 & 2 Eng/Admin/Legal $ 100,000.00
Total Estimated $2,457,901.32
The recommended total project budget of $2,457,901.32, is 1.65 percent ($40,098.68) under the revised budget amount. The contingency amount covers any unexpected change orders, quantity adjustments and other miscellaneous expenses encountered as part of the project.
Project funding includes the Capital Improvement Fund, Shakopee Public Utilities, Tree Fund and the EDA. The EDA funding is expected to be from the net EDA proceeds from the sales of the adjacent EDA parcels. | | |
